Carrying 2 children on a bike: car seat, trailer, cargo bike? Which one to choose?

To get the right answer, just answer these simple questions:

Do we want an approved and safe vehicle? If the answer is yes, away with the bike seats, the highway code does not allow two children to be carried on a bike unless the bike is specially approved for carrying two children.

Do we want a really safe means of transport and perhaps see our children (and perhaps even interact with them) during the ride? In the case of a positive answer, we will also have to give up trailers, which, although they may be type-approved, carry the children behind the bike, among other things at the bottom, making it unwieldy and less safe on trajectories other than a strictly straight cycle path.
